St. Cloud Approves $2.9 Million Street Resurfacing Plan Covering 10 Miles of Roads in 2026

(KNSI) – The St. Cloud City Council has approved plans and authorized bids for the city’s 2026 Bituminous Street Resurfacing Improvements.

The total project cost is estimated at $2.9 Million with preliminary special assessments totaling approximately $754,000. The remaining $2,148,000 will be covered through general revenue and transportation sales tax proceeds.

Neighborhoods set to see work include Pantown, Railroad-McKinley Park, Southside, and other areas throughout the city. City Engineer Zachary Borgerding says the scale of this year’s project reflects the ongoing challenge of keeping up with the city’s roads. “We’re doing just over 10 miles of roadways with that two-inch edge mill and overlay. And the importance is, we have over 300 miles of city roadways that we need to maintain. Trying to hit that 10 miles would allow us to resurface every road every 30 years.”

For property owners in affected neighborhoods wondering what this means for their wallets, Borgerding explained how the assessment process works. “Once the project is built, we’ll utilize those construction costs from the project and we’ll come up with final assessment rates based off of the construction.”

Borgerding added that a third-party appraiser will also conduct a market benefit report to ensure assessments don’t exceed the value of improvements property owners actually receive. The final assessment roll is expected before the City Council in March 2027.

The city plans to advertise for bids and award a contract in early April, with construction targeted to begin in late May or early June. The work is expected to wrap up by the end of July, weather permitting, and should take approximately seven to eight weeks total.
