Level 2 Predatory Offender Moving to St. Cloud in July, SCPD Says

(KNSI) – The St. Cloud Police Department is notifying the public that a Level 2 predatory offender is moving to St. Cloud next month.

Willard John Hince, 65, will move into a home in the 1500 block of 6th Avenue North on July 10th. The Minnesota Department of Corrections lists Minneapolis as his latest place of residence.

SCPD says Hince has completed the terms of his sentence following his conviction on two counts of first-degree criminal sexual conduct. Hince underwent sex offender treatment between 1996 and 2018.

MDOC says Hince “has a history of sexual contact with known adult females. Contact included sexual touching and penetration. Compliance was gained through physical force and threats. Hince gained access to victims by approaching them in public places.”
