(KNSI) — A level three predatory offender is moving to St. Cloud next week.
Clarence Carthel Flowers was accused of engaging in sexual contact with a teen girl who was known to him and used attention and gifts to exploit her and have unmonitored contact. The criminal complaint says the girl was 13 or 14 when the encounters occurred. He was convicted of third degree criminal sexual conduct in 2015 and has served the sentence imposed on him by the court.
A video about Flowers will be put onto the City of St. Cloud website on August 21st.
