Enterprise Greece reported 8,879 initial Golden Visa permits in 2025, nearly double its published 2024 count of 4,535. The Ministry of Migration and Asylum’s December 2024 monthly table sums to 4,536, a one-permit difference that does not change the year-over-year picture.
The rise in approvals did not come with a rise in new investor applications. The ministry’s latest tables put new investor applications at 7,021 in 2025, down from 9,372 in 2024. That is a fall of about 25%. Approvals climbed because officials were deciding cases already in the system, including applications lodged in earlier years.
