(KNSI) – A Waite Park man is accused of trying to kill a man and woman inside a truck after he allegedly opened fire, wounding the driver in Sartell on Sunday.

Jakob Dylan Mohr was charged on Tuesday in Stearns County District Court with two counts of attempted first-degree premeditated murder, drive-by shooting toward an occupied motor vehicle, and violating a harassment restraining order while possessing a dangerous weapon.

According to the criminal complaint, Sartell police were dispatched around 1:45 a.m. on April 19th to a report of a man shot in his vehicle near the intersection of Highway 15 and Stearns County Road 120 near Sam’s Club. Officers found a man with a gunshot wound to his leg and applied a tourniquet before he was rushed to St. Cloud Hospital.

The woman in the truck identified the shooter as Mohr. She told officers the victim had picked her up in Waite Park to drive her home when she spotted a red Chevrolet Impala with a black bumper pull up next to them at a stoplight near the mall. She said she recognized the driver as Mohr. The woman told investigators she previously had a romantic relationship with Mohr and had a harassment restraining order against him because of what she described as assaultive or threatening behavior after their breakup.

The restraining order barring the 24-year-old Mohr from contact with the woman was issued on January 14th, 2025, and is effective through January 14th, 2027.

The complaint says Mohr tailgated the truck and paced alongside it before following the vehicle onto County Road 120, pulling up beside it, and opening fire. Officers documented three bullet holes in the driver’s side doors and a shattered driver’s window.

She said she knew he often carried a 9mm handgun, and she believed he may have been tracking her location through electronic apps.

The complaint says the woman had been at the Eagles Club with co-workers around 9:30 p.m. the night before the shooting when Mohr showed up and tried to get her to leave with him. She contacted her father, who picked her up and drove her to Waite Park, where the male victim later picked her up.

Investigators found Mohr’s car in a bar parking lot in Sauk Rapids and searched it. Police say they found a black Sig Sauer 9mm handgun with a magazine, ammunition, and a holster.

Mohr’s mother contacted police around 11:40 a.m. on Sunday, saying she was with her son and was bringing him to the Stearns County Jail to turn himself in.

The most serious charge, attempted murder, can carry a maximum sentence of 20 years in prison.
