(KNSI) – The St. Cloud City Council will consider several development projects Monday night, including residential subdivisions, commercial rezoning requests, and a cannabis retailer amendment, along with ordinances that would make the city more attractive to film productions.
The council will review amendments to the Ayers Mill Pond Planned Unit Development that would cut housing density in the development on the city’s east side. The proposal from Bulow MN Inc. would lower the total number of lots from 55 to 30 units, replacing townhomes with single-family detached homes. An 11.86-acre tract along 2nd Street Southeast was originally planned for 42 attached houses. The amendment would create 21 single-family homes instead. A second part of the project would change seven attached units to three single-family lots at the southern end of 29th Avenue Southeast.
The council will also consider amendments to the Southern Ridge Planned Unit Development that would allow construction of eight duplexes (16 total units) along an extension of 41st Street South. Applicant Lumber One Avon wants to modify the original plan, which called for ten single-family homes in the same location. The 10.92-acre parcel has frontage on both 40th Street South and Interstate 94. Staff recommends approval, noting the duplexes meet development standards. The parkland dedication fee would total $6,336 for the initial eight units.
Three properties totaling 17.4 acres along Veterans Drive are proposed for rezoning from I3 Planned Industrial District to Planned Unit Development. The properties at 730 Anderson Avenue, 5 McLeland Road, and 11 McLeland Road contain large warehouse and office buildings that have attracted limited industrial interest.
Applicant St. Cloud Business Park LLC seeks to allow C5 Highway Commercial and C1 Business Office district uses while retaining I3 industrial permissions. The change would enable adaptive reuse of the buildings for professional offices, educational facilities, and active recreation.
The council will consider amending the Plaza 15 PUD to allow recreational cannabis sales at 3800 3rd Street North, where a medical cannabis dispensary currently operates. The property, located near the Highway 15 corridor, meets required separation distances from schools, daycares, and parks. The dispensary occupies approximately 9,250 square feet of a 15,250-square-foot building constructed in 1980. Staff recommends approval, noting the location is appropriate given its proximity to a trunk highway within a regional shopping district.
The council will consider two ordinances that would position St. Cloud as a “Film Ready Community” under Explore Minnesota’s Film Ready Community Program. The proposed city code would establish regulations for commercial film production and outline associated business licensing, permits, and fees.
If approved, St. Cloud would join other Minnesota municipalities, including Minneapolis, St. Paul, Duluth, Bloomington, and Waite Park, that actively support film, television, and media productions. Once authorized, the city would be featured on Explore Minnesota’s Film Ready Community Program website. Any future application fees would be deposited into the River’s Edge Convention Center fund, though no immediate fiscal impact is anticipated.
The council will also consider a temporary on-sale liquor license for the Greater St. Cloud Development Corporation to serve alcohol at an outdoor concert scheduled for October 25 at the former Press Bar lot, located at 502 West St. Germain Street. The event is part of St. Cloud State University’s homecoming celebrations and will be hosted by the St. Cloud Downtown Alliance, with GSDC serving as fiscal host. According to the application, the Downtown Alliance will operate the bar using trained bartending staff from downtown bars and restaurants.
The meeting starts at 6:00 p.m. on Monday inside city hall.
