(KNSI)—At Monday’s meeting, the Sartell City Council rejected all bids for clean-up and preparatory work at the Mill District site.

City Engineer April Ryan and other staff suggested that action. She explains why to KNSI News. “Our recommendation was to reject all bids and allow us to go back and relook at the scope, and look at ways to reduce the scope and also identify other funding sources so that we can rebid the project later this year.”

Ryan does not expect the delay to affect the timeline much. “It has minimal impact on the overall project. We bid it early fall to maybe try and get some of the utilities installed yet this fall, but always anticipated that the project would roll into spring and early summer.”

Four bids were received, with the lowest from RL Larson Excavating in St. Cloud. It was approximately $510,000 above the engineer’s estimate.

A new RFP will likely be sent out in November. Development on the site is still years away. The old Verso Paper Mill sat just south of the dam on the east bank of the Mississippi River. It is tucked next to the Highway 15 crossing.
