(KNSI) – The family of a man shot to death by a state trooper last summer vow to continue their fight for justice after the charges against him were dropped.

Ricky Cobb II was shot by Minnesota State Patrol Trooper Ryan Londregan after he became uncooperative during a traffic stop and tried to flee, dragging Londregan and another trooper for several feet along Interstate 94 in Minneapolis on July 31st. Londregan was charged with murder and manslaughter in the case in January, but on Sunday, those charges were dropped by Hennepin County Attorney Mary Moriarty, citing new evidence that would have made it hard to meet the burden of proof at trial.

Members of the Cobb family expressed their frustration and outrage at the decision Tuesday morning and announced they are asking the FBI and the U.S. Department of Justice Civil Rights Division to investigate the state patrol and request an independent investigation of its training.

State patrol trainers and use-of-force experts interviewed in the discovery process for the case against Londregan said he didn’t violate his training.

In April, the family said it would file a civil suit against Londregan and the other trooper who was at the scene that night.
