(KNSI) — The St. Cloud Planning Commission has given final approval to the city’s Capital Improvements Program for 2027 through 2032, a blueprint that will guide how the city prioritizes and spends money on major public projects in the years ahead.

The commission voted to adopt the plan following a second public hearing at St. Cloud City Hall on Tuesday. By city charter, the Planning Commission holds final authority over the CIP. The document does not require a City Council vote but is forwarded to the Mayor and Council for implementation.

Community Development Director Matt Glaesman explained to KNSI News the annual process is essential because circumstances are always evolving. “Some prioritization is necessary, and the second you make a decision, you need to start thinking about the next decision because the world changes around you. Something breaks down. Something is different in the economy. Just those kind of factors are the reason that we do this every year.”

The 200-plus page plan covers roads, water and sewer, parks, and public buildings. On the roads side, the city is planning annual street improvement projects, neighborhood revitalization work, and larger reconstruction efforts. Water projects include annual lead service line replacements, water tower rehabilitation, and upgrades to the wastewater treatment facility.

Glaesman said the plan strikes a balance between investing in existing neighborhoods and preparing for growth. “It really is an interesting combination of solidifying the urban core by doing neighborhood revitalization projects, looking at expansion areas.”

The plan also includes new park construction, Phase One of a Riverwalk project along the Mississippi River between downtown and CentraCare, maintenance work at River’s Edge Convention Center, and a new Fire Station Seven in the northeast annexation area.

City officials say the CIP has a strong track record, with roughly 80% of projects programmed for a given year ending up being built on schedule.

Residents interested in the future of downtown St. Cloud can attend a community meeting on April 22nd. The event will feature drawings and renderings of proposed changes to key downtown sites, including the Riverfront, the Lady Slipper site, and the Stearns County campus. It will be the first public opportunity to see visual concepts for those areas and provide input on the city’s long-term vision.
