(KNSI) — The St. Cloud Police Department has issued a press release to notify the community of a level three predatory offender moving to the area.
Sixty-nine-year-old Joseph Upsher will live in a home on the 4800 block of Veterans Drive starting on Thursday, March 5th.
The release says in 1990 and again in 1996, abducted adult females who were known to him and held them against their will. He also engaged in sexual contact against one of them, using force, a weapon and threats.
