(KNSI) — The St. Cloud Planning Commission took another step forward in its downtown redevelopment planning process, selecting five sites that will receive detailed design concepts using innovative 3D modeling technology.

Community Development Director Matt Glaesman told KNSI News the Thursday evening work session focused on identifying priority locations from numerous redevelopment opportunities on both sides of the river. “Obviously, there are many redevelopments opportunities on the west side and the east side of downtown. At some point, we’re really narrow into what are those key catalyst sites we’re going to take to the next level of detail. You simply can’t spend the time to detail every one of the blocks in downtown.”

The sites selected include the soon-to-be-vacated seven-acre Stearns County Justice Center site, Simonson Lumber, the Lady Slipper lot, the east side riverfront, the Herberger’s building and the empty lot where the Press Bar once stood.

Glaesman explained that what sets this planning process apart is the use of immersive modeling technology that allows residents to interact with proposed designs in ways never before possible. One site will receive a video game-style model that people can explore virtually, adjusting building heights and configurations in real time. The other four sites will receive detailed 3D renderings showing potential development options. “Up until now, the comprehensive plans have been really static drawings. They’re great 3D representations, but you haven’t been able to turn it, twist it, and change the design that you’re looking at and that’s what the technology does these days.”

According to Glaesman, one recurring theme throughout the public input process has been the desire for “an entertainment venue, arts and culture, athletics [facility] into the downtown. There are many locations. We do have several spots that might work, and so part of the task tonight was which of those spots should we be modeling for a 5,000, a 7,000 seat arena?”

The work session reached consensus that modeling at least one arena concept should be part of the process.

The city plans to present the detailed site concepts at public open houses in February and March. In the meantime, city planning staff will seek input through various channels.

The city will also use social media to gather feedback on specific questions about downtown buildings and spaces. Those interested in discussing the downtown plan can contact city planning staff to arrange small group meetings.
