(KNSI) – After a summer and fall filled with a rise in complaints about the use of e-bikes and motorized scooters, the Sartell Police Department is providing guidance as the city works to craft a comprehensive ordinance addressing safety concerns.

Officers emphasized two recurring safety violations: Children riding without helmets and failing to stop at intersections. Everyone under 18 riding an e-bike or motorized scooter must wear a helmet.

The city has seen a significant surge in juveniles riding e-bikes and motorized scooters throughout Sartell. Numerous complaints about careless and reckless riding followed. Police officials say they’re taking steps to educate the public while enforcing existing state laws.

In response, the police department and city officials say they’re currently drafting an ordinance to ensure the safe use of these vehicles while prioritizing the concerns of others who share the city’s roads and sidewalks.

While a city-specific ordinance is still under development, Minnesota state statutes already govern the use of these devices throughout the state, including Sartell.

E-bikes are for people who are ages 15 and older, and motorized scooters are for riders 12 and older. The motor cannot exceed 750 watts, and only Class 1, 2, or 3 e-bikes are permitted. E-bikes cannot be modified for higher speeds and must follow all bicycle traffic laws. Helmets are required for riders under 18, and headlights and taillights are required when riding at night.

Officials are asking parents to discuss safe riding practices and legal requirements with their children.

Once the new city ordinance is finalized, Sartell will announce any additional restrictions for riders in the community.
