(KNSI) – The St. Cloud Planning Commission will consider a proposal to build a four-story mixed-use building on 33rd Avenue that would likely house immigrants and first-generation Americans.
In addition to multi-family apartments, there would be a variety of retail stores and office space in the development. The plan is to put it at the intersection of 3rd Street North on the corner where the former Wells Fargo bank branch was located.
The nonprofit Center for African Immigrants and Refugees Organization would develop and own it. The site plan shows that the complex would face away from the main roads, except for the first-level commercial space.
City staff is recommending the rezoning from commercial to a Planned Unit Development at Tuesday’s public hearing. It says existing infrastructure is able to handle the complex. It would be bordered by an office building to the north, strip malls to the south and west, and an apartment complex on the east. A civil plan covering utility, grading, and storm water details has not been submitted yet. It is necessary before construction can start.
If the planning commission recommends the project, it would go to the city council next month where another public hearing is required.
