(KNSI) — The St. Cloud City Council has a full plate on Monday night.
Mayor Dave Kleis will present the enterprise budget, which are user fees to cover things not paid for by property taxes. They include the Municipal Athletic Complex, the River’s Edge Convention Center, the parking system and ramps, sewer and water, street lights, garbage and recycling. In 2023, the $51,835,000 fund covered nine departments. The enterprise budget will be finalized in December.
A public hearing is set for tonight as the city looks to completely overhaul how it charges residents for public improvement projects along their property lines. The proposal calls for hiring an independent appraiser to look at the entire scope and give a range of estimated property value increases. This would be used to send owners a bill that’s less than the projected increase in value. Officials hope it will be a fairer way to charge neighboring properties for major road and infrastructure projects. Landowners may also be assessed for smaller resurfacing projects, which are currently 100% paid for using property taxes.
The council will also take public comment on a proposed 157-unit apartment complex on Highway 15 and County Road 74. It is the third building in the Sunny Ville complex.
Under new business, Councilman Mike Conway has requested that the subject of censure be added to the agenda. No other details were in the council packet. City staff didn’t share any information on the topic other than to say it was a request from Conway.
The meeting gets underway at 6:00 p.m.
