(KNSI) – The Minnesota Bureau of Criminal Apprehension says it has turned over its findings to the Hennepin County Attorney’s Office for possible charges in the officer involved shooting death of a St. Cloud man in Minneapolis earlier this year.

In a statement, County Attorney Mary Moriarty said that some State Patrol employees refused to cooperate with the investigation. Moriarty went on to say she is committed to a fair decision-making process and thanked the BCA. She says her office would begin a thorough review of the case immediately.

Cobb died on July 31st of multiple gunshot wounds after he was pulled over on Interstate 94 for driving without taillights. During the stop, troopers tried to remove Cobb from the car after learning he had a felony warrant out for his arrest in Ramsey County for allegedly violating a domestic abuse related order for protection.

The video shows three troopers ordering Cobb out of the vehicle. He resisted and repeatedly questioned why he was being stopped. Troopers forced open the doors, and two were partially inside Cobb’s car when he sped off, dragging them. One of them fired his weapon. Officers caught up to Cobb after a short chase, but he died from his wounds.

Police say a gun was found in Cobb’s car, but he never showed it to officers.
