(KNSI) — The teenager accused of intentionally running down a 70-year-old man on April 22nd in St. Cloud has been found incompetent to stand trial for now.
The criminal complaint says 16-year-old Israel Muyaya Madimba admitted to investigators he stole a car after finding the key in a locker. While driving, he was listening to songs about murder and saw Norbert Olmscheid on a walking path before deciding to drive up behind him and run him over. Madimba then called 911 and admitted what he did.
Madimba has been charged with first degree premeditated murder and intentional second degree murder. A first degree murder conviction carries a mandatory life sentence.
Court papers say “due to mental illness of cognitive impairment,” Madimba is “incompetent to proceed.” Stearns County Human Services must conduct a prepetition screening and make a recommendation as to whether he should be civilly committed.
The state has filed an intent to prosecute, meaning as soon as Madimba is found competent, court proceedings will continue.
Judge Kris Davick-Halfen set bail at $2,000,000 unconditional or $1,000,000 with conditions. Bail and other conditions are still in effect. According to his attorney, Madimba has been held in the Stearns County jail since he was taken into custody.
