(KNSI) — Sauk Rapids is getting a new standalone Caribou Coffee at 800 18th Street NW.

An amendment to a standing Planned Use Development agreement was approved by the city council Monday night after a public hearing on the matter.

The drive-through and curbside pickup location will go in near Discovery Church. Commercial Development Director Todd Schultz says the parcel has had a lot of controversy over the years.

“At that time our comprehensive plan guided everything along the highway here as commercial, and everything kind of on the backside as multifamily.”

A potential Wal-Mart drew backlash from nearby homeowners. As did proposed apartment buildings. Eventually, the city entered into a Planned Use Development agreement with a developer who wanted to install duplexes in the space. The deal fell through but the agreement remained. It was amended to allow for Discovery Church and needed to be changed again for a potential coffee shop, says Schultz.

“In that agreement we had specific language that talked about when commercial properties came to this plat, ultimately the City Council has the right to say yes or no to those uses. Specifically, you have to say, ‘we’re okay with whatever someone proposes to do there.'”

Only three members of the council were present at Monday’s meeting. All voted for the amendment to the PUD.
