(KNSI) — Police say a second suspect has been arrested in connection to a homicide investigation that led to 22-year-old Amir Locke’s shooting death.

A 16-year-old is now in custody for aiding and abetting second-degree murder following the fatal shooting of Otis Elder in St. Paul on January 10th. Locke’s 17-year-old cousin Mekhi Speed has also been arrested.

Police were looking for Speed when they were executing a no-knock warrant at the Bolero Flats apartment building downtown Minneapolis just before 7:00 a.m. February 2nd. Police are seen on bodycam footage kicking a sofa, appearing to wake Locke up. Locke, mostly wrapped in a blanket with his face barely visible, is seen on bodycam with a gun in his hand, which police say he had pointed at an officer. Footage released shortly after the shooting is less than clear about where the gun is pointing.

Locke was a legal gun owner who had a permit to carry. He was not the target of the search warrant, nor was he named on any of the court papers connected to the warrant. Police contend that Speed has a violent past and has threatened officers in the past.

The investigation into Locke’s shooting is still ongoing.
