St. Cloud Man Accused of Sexually Abusing, Raping Teen

(KNSI) – A St. Cloud man is accused of sexually assaulting a teenage girl multiple times.

Allen Lee Bissell appeared in Benton County District Court this week on charges of first-degree criminal sexual conduct and second-degree criminal sexual conduct.

According to the criminal complaint, Bissell sexually assaulted a girl when she was between the ages of 13 and 16.

The victim says he was assaulted her multiple times between January and August 2019.

According to the complaint, the 44-year-old told investigators that he did not feel his relationship with the teenager was sexual.

When investigators asked if he had sex with the teen, he said, “the questions was discriminable, and he would not answer it.”

Bail for Bissell was set at $15,000. His next court date is set for April 22nd.
