ST. PAUL, Minn. (KNSI) State Representative Ryan Winkler is proposing a $20-million increase in the current budget for early learning scholarships in Minnesota, and wants to double the total appropriation in future budgets, from $60 million up to $120 million.

Winkler, a Democrat from Golden Valley, says the current budget surplus is the result of a strong Minnesota economy, which is the product of years of investment in education.

Winkler argues since the state is now in a place to make new investments, the first priority should be early education.

He's also proposing the limit on total scholarship money going to each student be increased.
