ST. PAUL, MN (AP) - St. Paul police are investigating after a video surfaced that shows an officer kicking a man while he was lying on the ground during an arrest.
Police spokesman Howie Padilla says Chief Thomas Smith immediately ordered an internal investigation after he saw the video, which was posted to YouTube on Wednesday.
Padilla says Smith wants to know what happened before, during and after the arrest, and the public has a right to answers. While several officers were shown on the video, the officer identified as kicking the suspect has been placed on leave.
The video was taken by a citizen Tuesday night while police arrested a man accused of threatening to kill a woman he knew. The man is in custody pending formal charges.
