ST. CLOUD (KNSI) -  A man accused of raping a woman in downtown St. Cloud last fall made his first court appearance on Monday.

Xavier Phillips-Freeman is charged with 1st Degree Criminal Sexual Conduct. He's currently being held in Stearns County Jail on $600,000 bail without conditions of release, and $300,000 with conditions.

A criminal complaint accuses Phillips-Freeman of following his female victim on the night of Sept 26, 2013 before pushing her down an embankment near the Stearns County Administration building and raping her.

Phillips-Freeman was not known to his victim.

Freeman was apprehended several months later in Illinois and brought back to Minnesota for prosecution.

His next court appearance has not yet been set.
