LUVERNE, Minn. (AP) The southwestern Minnesota city of Luverne had been counting on the Lewis and Clark Regional Water System to help secure an adequate water supply.

But it's been 13 years since the federal water project was authorized, and Luverne is among nine out of 20 system members that still aren't receiving treated water from the Missouri River.

Luverne worries about its ability to supply water to its major employers if the drought persists.

It would take $35 million annually in construction money to fully fund the system's ability to let construction contracts and continue work on the project, which would supply water to 300,000 people in South Dakota, Iowa and Minnesota. The federal government has appropriated $3.2 million for the coming fiscal year.
