ST. CLOUD, Minn. (KNSI) - St. Cloud Police Chief Blair Anderson is praising a concerned citizen for reporting to police what appeared to be a homemade bomb near some dumpsters on Thursday.

"It certainly looked out of place and suspicious, and that's what we get from our fine citizens here in St. Cloud, if something doesn't look right they call us, and I urge them to keep doing that."

The homemade device was found near some dumpsters in the 10 block of 15th Avenue South around 11 a.m. Thursday.

The police department placed armored vehicles around the item to shield the blast if there ended up being one.

The Minneapolis Bomb Squad checked out the item and made it 'safe' and it was removed without incident.

On with KNSI's Ox in the Afternoon, Chief Anderson says the device would have done some damage had it exploded.

"When you are able to take a look inside it, in the x-ray pictures like I have, I can't think of any practical use for the way that thing was constructed other than to harm something or someone."

He says police are following up leads to determine who placed the device there.
