MILACA, MN (KNSI) - A Zimmerman man was arrested by Mille Lacs County deputies Tuesday following a bomb scare that led to some highways and businesses being temporarily closed. 

Mille Lacs County Sheriff Brent Lindgren says 41 year-old Shannon Lemon was stopped for speeding just outside of Onamia. A deputy found Lemon to be nervous and angry, and also spotted a propane cylinder in the vehicle.

After being ticketed, Lemon was still under surveillance by officers when he made what Lindgren called "an indecisive turning decision" on Highway 23 in Milaca. He was stopped again, and his vehicle was searched. Officers found possible burglary tools and an explosive device that contained nails, gun powder and kerosene.

Parts of Highways 169 and 23 were blocked off, and some nearby businesses were evacuated. The bomb squad detonated the bomb, and Lemon was taken into custody.

Lindgren says Lemon was heading to a meeting with his probation officer in Elk River when he was stopped and it appears Lemon might have been planning to detonate the bomb in an attempt to commit suicide.
