ST. PAUL, MN (AP) - Two St. Paul police officers are back at work after an arrest captured on video shows one of them kicking a man. But the officers are not on patrol.

Police Chief Thomas Smith put officer Jesse Zilge on administrative leave Aug. 29, the day a video showing Zilge kicking a man during an arrest was posted to YouTube. Smith took the same action against officer Matthew Gorans two days later, when additional information surfaced.

A police spokesman tells the St. Paul Pioneer Press (http://bit.ly/Qxk0DI0) Zilge is now assigned to the police technology development unit and Gorans to the property room. Both officers previously had been on patrol.

An internal affairs investigation continues into the arrest. An FBI spokesman says the agency is investigating the case for possible civil rights violations.
