Man Accused of Sex Trafficking Women

(KNSI) – A man about to be released from prison had a warrant issued after allegedly selling two women for sex.
Police were called to St. Cloud Hospital on January 17th, by a woman who had just given birth and said she was the victim of sex trafficking.
She told investigators with the Central Minnesota Human Trafficking Task Force that she was being sold for sex by 39-year-old Joseph Troy Horton.
According to the criminal complaint, Horton would drive her to meet with clients for sex, and he would take the money.
She says he would give her heroin in exchange. She also stated he was selling a second woman for sex too.
Investigators got search warrants for the women’s cell phones and found numerous messages over social media discussing prostituting and the sale of drugs from July 2018 through September 2018.
Horton has been charged in Stearns County District Court with two counts of promoting prostitution and receiving profits from prostitution.
A warrant has been issued because Horton will be released from the Lino Lakes Correction Facility on November 25th.
He’s been in jail or prison since September 28th, 2018, after being arrested on drug charges. He’s finishing his sentence on the drug charge.
